I'd say Enchantress and Gamemnae. One of the incredibly nasty things about Gamemnae is with her Quagmire spell, she can simply grab someone, absorb them, and get *all* their powers.

So she could Quagmire Enchantress, then Loki, then Selene.

Did she do that in the League of Ancients arc?

I doubt anyone could just take Loki's powers.

He's a fairly proficient power-stealer himself. Given the nature of his shapeshifting powers, his history of stealing/giving powers and how he's often great at surviving without a body and/or soul, I'd say it's safe to assume that she couldn't just gobble him up.
