What has been the best double album ever?
The Wall? Electric Ladyland? Exile On Main St? The White Album?

My favorite double album of all time is Melancholy and the infinite sadness by the Smashing Pumpkins.

It's really hard to say because different formats alter how many discs and what actually makes a double, triple, or quadruple album.
In any case, I think Zen Arcade, Daydream Nation, and The White Album would be contenders. I'd also put Public Flipper Ltd. in the top ten because it's the only double album I know of that unfolds into a board game.

White Album. I'm always amazed when I listen to it.
