All of these characters are walking plot devices, either due to ridiculous versatility, ambiguous power-sets, 'mental blocks' or whatever.

Superman-All-out, mental blocks dropped
Hulk-Madder/stronger
Juggernaut-Can't be hurt or stopped
Dr. Strange-Magic man does all.
Dr. Fate-See Strange
Silver Surfer'-Power cosmic magic-hat'
Doomsday-Evolution

This isn't a ranking in terms of power but in terms of the characters' 'plot-device' factor.

Dr Fate and Doctor Strange tie at the top; they both can call upon abstract level help if need be...

Eeveryone else...get in line.

If you're talking purely about plot devices, Superman is always at the top.

Doesn't matter what he's up against, he'll always save the day in the end if it needs to be done. Can't quite say the same about any other character in comics, IMO.
