Simple enough scenario. Iroh and Dumbledore have gotten into an argument over who makes the best tea. Dumbledore thinks only an Englishman can brew the best kind of tea while Iroh believes his is best. So the best way to find out is by fighting a friendly match.

1. Strongest known versions of each(no prime for either since we didn't see them in their prime). Dumbledore gets the Elder Wand, Iroh gets the Comet.

2. Fight takes place on the outskirts of Ba Sing Se.

3. Both are in character. They're fighting but they are not aiming to kill, just merely seeking the opportunity to show their tea produces the best fighters. No Unforgivable Curses or Lightning.

4. A second match will have both of them calling their friends to come help. Iroh gets the other White Lotus guys to help while Dumbledore gets his Hogwarts Staff(Snape, Lupin, Slughorn, and Mcgonagall). Once again nobody is aiming to kill. This time the fight takes place near the lake where Harry found the sword so Pakku can have water.

Loser has to treat the winner to the tea of their choice. Same applies to the team battle.

Hoping I'm not making a stomp but hey.

In all honestly Iroh would win hands down. His flames are larger and stronger than HP Dragon flames or the Fiendfyre spells, which were already some of the most damaging attacks. With the comets amp he'd leave ashes.

However if he's not willing to kill there's a limit to his attacks. Can't see Iroh firing off even his stronger non-comet attacks in a passive match against someone who can't bend fire, giving Albus a large advantage with his spells.
