Who takes it?

I don't know how fast his shadow dash makes him, or if he can even do it in an area that bright, but Storm sliced a bullet in half. Nuff said.

But he was moving at human speed. That just means he has fast perception/good timing. Even though in reality the bullet scene doesn't make sense.

gotta go with Raizo here..

How does it not make sense? Zartan tried to shoot him, he sliced the bullet in two. Snake Eyes and Storm Shadow are clearly superhuman shown by their feats.

And considering a pistol bullet can travel around 1100fps+, that's 820mph(roughly). And from the distance Storm sliced the bullet, that's far above human reaction time.

Not seen the new GI:Joe, but unless SS did some amazingly super-human shit above and beyond the first film, Raizo kicks his ass.

you aren't missing much.. none of what he did I would consider superhuman but just peak human with fast/excellent reflexes

It doesn't make sense because:

To slice a bullet after it is fired at close range, in addition to super perception/coordination, you need super speed to raise your arm before the bullet hits you. That is the physics in real life.

In the scene, Storm Shadow doesn't need super speed to react to the bullet - why? Because the "bullet" in the scene is actually moving far slower than it would in reality.

However, you could say SS was moving at Super Speed if that is what you believe.
