Nimrod imo

Hulk turns Nimrod to dust.

If Hulk were a mutant, and Nimrod had massive files and weaponry against him, Id go Nimrod, though as it is, Hulk will eventually beat Nimrod to scrap.

Nimrod wins.

He can beat non-mutants just as effectively as mutants, as shown by his fight against the Juggernaut.

I dont think hulk wins.
Hulk has basically one attack: punch. Once nimrod adapts he'll be fine, then after that Nimrod can just start figuring out a way to beat him

Hulk smash. If he adapts then hulk smash harder.

hulk smashes nimrod its not the easiest of fights but he wins clearly

Re-read the OP; battle lasts until one side is completely destroyed or killed...

Nimrod will reconstruct from physical damage...

And will reconstruct with an adaptation in place against it happening again...

It almost always worked on Savage Hulk when someone competent tried it. Doom even subdued two Hulks at the same time (savage and mindless) by using gamma drain during Heroes Reborn.

yeah, this is a fight that sort of falls into nimrod's wheelhouse. be pretty easy for him to develop a way to drain hulk i think. there is a little inconsistency in the affects of said drain though. if this were wwh i'd say he could overcome it and smash the robot, but since this is classic savage hulk, the robot likely takes it more often than not.
