Who has more power with the board, Von Doom or Surfer?

Source: Fantastic 4 Rise of Silver Surfer.

Probably Doom has the potential to have more power. As he has his own powers + Surfer's added on and possibly boosting his original ones.

But Surfer is obviously the more powerful looking as he has all the experience and skill.

Surfer.

I'd say Surfer. He was able to take out Galactus while on the board. Doom on the board got his ass beat by amalgam-Johnny.
