I stopped reading any Green Lantern comics like a few months ago (Shit was just getting terrible tbh), but wasn't the White Light some kind of cosmic power that would make Rayner much greater then Herald level?

Yes, but he doesn't have much feats, yet. He made a Guardian shit his pants, but that's not saying much.
