Considering the image of Phantom Lady looks like Stormy Knight Freedom Fighters take it. Stormy could almost solo with her ability to manipulate matter and dimensions verging on reality warping. If the female outline backing onto Uncle Sam is Miss America she could too.

Yeah, this is FF from last series. I agree, Miss Cosmos was a beast. As was Uncle Sam.
