and what of those weapons is standard gear for Dredd?

I'm leaning heavily for Hobgoblin here, though...

Pretty much everything except the riot foam and the T.A.D
No Goblin is bringin anything to the table that aint already been brought to justice in Mega City 1.
The Big Meg makes Gothan and New York look like Day care schools..

eh, I don't have a lot of Macandale feats, but it doesn't seem like Dredd brings anything to the table that he hasn't dealt with. Hell, it varies between incarnations, but a lot of Goblin armor is bulletproof...

And thats why Dredd carries armour piercing and Hi Ex. And that is just the ordinance onhis Hand Gun. The Bike or Law master can destroy a building.. And that is one of the Mega Blocks. 200 floors and better.

and Hobgoblin is agile enough to dodge Spidey in the air

Spidey don't got anything that could be considered Self Targeting or heat seeker.

And Dredd aint gonna be pulling any punches. When he is out to dispense judgement, He don't **** around.

like I said, I don't really have scans for this Hobgoblin, though, I don't really see what Dredd is bringing to the table that any Hobgoblin couldn't deal with
