doctor destiny is powerless outside of the dreaming world.

however, doctor destiny once managed to project his dream self into the real world, making him functionally omnipotent without him realizing it:

and the only way they beat him was when JLA got to dream's realm and projected their dream selves into the real world, thus becoming omnipotent (notice it is mentioned that the league consisting of seven members all are now omnipotent.
