Frank Martin wins in all 3. Martin pulls off stuff that are almost superhuman (or at least on par with Hong Kong kung-fu flicks). Mills is a great fighter, but he's based more on what a real world fighter would be. You don't see him taking out 20 armed guys with him just armed with his polo.
