How powerful would you guys say that he is, and who would be the most powerful character that he could beat?

pre depowerment was probably a mid-high herald.

now he just seems more like a mid-tier.

Id say he's low herald right now, pre-depowered it was implied he's high-herald and constantky growing in power. Although i admit he lacks the feats.
