They seem pretty evenly matched I think. I am not sure who I would pick.

Love to see Nebulon vs Overmind

Nebulon use Biosphere energy to increase his power but Maelstrom use kinetic energy to increase his physical abilities which would make this fight interesting and a stalemate.

I would give Nebulon the nod over Maels

They both have given teams trouble. If he can become as strong as Nebulon and Nebulon could be battling someone as powerful as he is.
