Todd witnessed Kal's heroics in stopping Zod and saving the Earth, and for some strange reason (unbeknownst to even himself), he just doesn't like the guy... maybe Kal reminds him of the man he could and should have been in another life, who knows! Whatever the reason, Todd wants Kal dead.
