Because he controls fear. All of it. And while powerful, Scott isn't Immune to fear. The Phoenix itself has shown emotional weaknesses.

What makes you believe that Scott with all of that power would sit there quivering from fear? Why couldn't the Phoenix force rise up and simply devour him?

The Parallax power gives the Spectre force fits, though. SF is > PF, imo.

Plus there's Volthoom. Sin couldn't beat him, but the fact he could even stand up to a being that was in the process of rewriting creation is impressive..

Because Scott is an easy target to exploit fear from. His parents, jean, etc. and the Phoenix Force itself will likely be intrigued by Sinestro and the Fear he brings and will revel in the new experience of being terrified. PF has never been immune to emotions.

No way. Sin stood up to Volthoom, but he's nowhere near as powerful. It proves PS isn't going to just steamroll him on sheer power, though.

And my point about Spectre, is for all his power, he was still affected by the fear power. I believe Spectre is > Parallax power as well, but the fear power got him.
