How does boomer win against dcnu ollie?

Not being all that familiar with DCnu of either, is Boomer Owen or Digger ( pic looks like latter obviously). Does he have speed bursts. Has DCNu Ollie gotten any better after his first few issues ( cause if not he get's pimped by anything) ?????

I'm using Pre-Flashpoint Boomerang. DCnU Ollie has been quite the beast since the start of his series. He has some nasty trick arrows too.
