Anything that Lecter says to Michael will be fruitless. The guy is too far gone and too insane for any kind of psychology, even if Lecter is a brilliantly insane psychiatrist.

Multiple Miggs was just a slobbering nut job who was weak willed, thus swallowed his own tongue at Lecter's urgings.
