Wait Dharma is Universal right?

Multi-universal, at the very least. Not only did he recreate the Milestone universe after it was destroyed by Darkseid's 'fall' during FC, but he went on to merge the Milestone universe with the mainstream DCU. He also altered the timelines of both universes as well of the minds of their respective inhabitants in order to smooth out any inconsistencies.
