Overall the Gouf is a fair bit more impressive, whether talking armor, firepower, or melee... except the Red Guymelef has the option of stealth (and flight, but stealth matters more).

If it can sneak up on the Gouf and get a big liquid-metal-axe blow in, it can win. Otherwise Gouf all the way.

Gouf custom with shield and machine-gun attachments should be able to rip threw the Guymelef easy enough, melee I think it's still better in terms of armor/how much punishment it can take.
Stealth us the only real advantage the Red Guymelef has but still when it comes to the mobile suits and their camera's and reaction time.
