Which uber organization wins?

Is Argus restricted to what is shown in the picture? If not they win, they have acess to significantly more resources.

I think ARGUS does too. They have time travel specialists, mage specialists, the greatest tech devices and mystic items as well. Not to mention 2 justice league

Hoever, shade also has a ton of tech they get from other dimensions and rau palmer who created their micro, indestructable city and the smartrst on the firld.
