Probably Cap, people tend to overrate Wesker. He's fast but most top tier street characters, Cap, Bats, Deathstroke, Daredevil, Panther could keep up enough to drop him.

Even Nightwing has dropped Owen Mercer who has better speed feats than Wesker does.
