Ras leads the LoS to Gotham to bring about it's destruction, but due to a malfunctioning GPS they end up in New York City instead. Hearing about a clan of ninjas they decide to test their mettle against this new group.

Round 1: Ras leads 10 LoS guys against Shredder and 10 of his Foot. Location is an empty NYC. Both teams must hunt down and kill all opposing members to win.

Round 2: Both teams meet on the rooftop where Shredder pwnd the Turtles and they all fight to the death.

FIGHT!

LoS both times.
Shredder aint that great of a leader and his "ninjas" almost make the Hand ninjas look like pros.

The Foot were able to unload a truck full of items in seconds. I think they are organized and talented enough to pose a serious threat. And don't forget The Shredder single handedly beat down all four turtles easily.

EDIT: To further clarify this is Nolanverse LoS and The Foot from the live action Ninja Turtles in 1990 and it's direct sequel "The Secret of the Ooze". The animated one doesn't count here

LoS didn't exactly do anything memorable. And though the foot weren't that great either, they at least moved more ninja-like. Besides, this is Shredder from the first TMNT movie right? He can probably take on all 10 LoS soldiers on his own, and his 10 foot soldiers can gang up on Ras.
