Surfer has way too big of a trump card judging by how casually he messed with Wonder Man's ionic power

hmm, i don't think classic count had the ionic powers that the more recent one does....

surfer takes this in a walk.

Nefaria is actually stronger, in a "raw power" sort of way. strength wise he should be around 100x Wonder Man or something equally ridiculous, and classic WM was nearly as powerful as Thor.

Thor beat on surfer all day like it was his job. someone 100x as strong or even 50x as strong should wipe the floor with the surfer.

Nefaria however, has one horrific weakness, and it's one that surfer is tailor made to exploit. Classic Nefaria needed to constantly drain ionic beings to fuel himself, and could in theory be defeated by causing him to expend his energy faster than he could naturally replenish it.

Surfer is such a powerful energy manipulator he could drain him in seconds, disrupt his energy powers so they no longer work, etc. Cosmic Awareness means he knows exactly how to do this and what nefaria's weaknesses are as well.

So, in any realistic scenario surfer 10/10.

Classic Nefaria would beat Surfer in a straight up punching/blasting fight imo but Surfer has a major advantage in his versatility and maneuverability due to Nefaria not knowing how to fly. I could see him blasting Nefaria into submission from a distance.
