Guys, this shouldn't even be a debate. Taopaipai was at mach 13 speed, that's faster than even Yoroichi or Ichigo can move. Ichigo is super hyper-sonic, so he's only at the most mach 10. Raditz was stated by Piccolo to be faster than the speed of light, because he dodged his Special beam cannon which moved faster than light. Not to mention that Goku is a multi-talented, master martial artist whose skills are surpassed by only one or two people in the entire UNIVERSE, who just happen to be the gods of creation and destruction. Does anyone remember that time that Goku held up his index finger and blocked slashes from Super Saiyan Trunks, who had literally HELD an exploding Supernova? Not to mention the fact that Goku effortlessly punched THROUGH a planet ten times denser than Earth. Here's how it would go down. Base Goku dashes through the entire cluster of ninja's and soul reapers with his arms out, decapitating and ripping people in half faster than they can react, then, he flies into the air and comes down, punching a crater in the ground sending everyone into the air, then he uses a kiai by yelling which sends everyone around him hundreds of thousands of miles into the air, or simply killing them from blunt force trauma. Then, Naruto and Sasuke make a nine tails cloak sage mode Kurama cloaked in the curse mark Susano'o with condensed Amaterasu blades and Biju bombs at the tips of its tails, and Ichigo goes into Bankai and uses his hollow mask with all the other captains, and they charge Goku all at once. Then, in an instant, before anyone can tell what happened, Goku appears behind Ichigo, and rips his arm of, stealing his sword before kicking him into the ground creating a huge crater killing Ichigo, then as the first to charge him Kyoraku appears in his shadow only to be met with a sword piercing his chest and Goku turns around, pulling the sword out and cutting him in half from the waistline before dashing at Hitsugaya and appearing behind him, as his body falls to the ground, cleaved vertically down his entire being. Then, Kenpachi flies towards him with his eye patch ripped off, and Goku flips the sword around in his hand to stab Kenpachi in the gut leaving it there as he yanks away Kenpachi's sword and reinforces it with ki to cut the blade off of Zangetsu's handle before stamping the end of the handle into Kenpachi's head, instantly killing him. Then, Komomura attacks Goku with his bankai, but Goku flies behind him and yanks his arms to the side, making his bankai block a slash from Naruto and Sasuke as he jumps up avoid being engulfed in black flames like Komomura, and flips in the air before shooting another kiai, fanning the black flames all over the battle field singeing most of the remaining enemies to a crisp, before he teleports behind Itachi, and cuts his head off with Kenpachi's sword, grabbing it and exerting ki into it, causing Itachi's eyes to shoot Amaterasu all over, the only people being able to avoid it being captains and a few ninja. Naruto gets pissed because he killed Sakura, Hinata and everyone else he cared about, and Hashirama uses his million fist wood idol to send a million punches towards Goku at once, combined with a Massive Oodama Amate-rasen-shuriken thrown by Naruto/Sasuke, creating an explosion over the entire continent. As the smoke clears, the only people remaining are Obito and Madara who have been watching the whole fight, while secretly gathering chakra, Naruto and Sasuke(still in the nine tailed sage mode curse mark Susano'o), Hashirama in wood sage mode, Ukitake in shikai, Soifon in bankai with her unfired stinger missile, Chad with his both of his armored arms, Byakuya in bankai, Renji in bankai, and Orihime, who had cast a shield of rejection, protecting the captains, Renji and Chad from the blast. Goku then cracked his neck, saying that the warm up was over. Then, in an instant, a giant tree sprouted from the ground, and a bright, glowing fruit emerged from the top, reflecting the eye of the ten tailed beast off of the moon. Instantly, Goku felt something wrong, but decided to charge Obito. However, he was shocked when Obito easily caught his fist, and tightened his grip. Goku was astonished, but thought to himself that it felt very much like Vegeta described it as when Babidi took control of his body, so he figured it was mind control. However, he knew that with shear power, it could be thwarted. So, Goku raised his power level greatly, to its near maximum in his base form, and released an enormous kiai all around his body, temporarily breaking the genjutsu, shocking Obito and Madara. However, Goku knew what had to be done, and he flew into orbit with his fist clenched, as he drove it into the moon, flying through the entire rock, completely destroying it. Goku then flew down to the battle field, seeing the baffled and shocked faces of everyone, so he used it to his advantage, and appeared behind Madara, and used Kempachi's sword to slice him vertically in half, before spinning in a windmill, as he expected Obito to fall in half, but was shocked to see that the sword went right through him without causing damage. So, Goku stabbed the sword into the ground and began hitting Obito with a flurry of punches and kicks, only landing two or three, before noticing what Obito was doing, so he picked the sword back up, and jammed his foot down onto Obito's, Obito's foot being intangible as he expected. Then, he brought the sword up and spun around bringing his leg up to kick Obito as well, with the sword nearing the side of his head. So, as Obito moved his foot, Goku's sword passed through Obito's head, but Goku's kick landed, sending him flying to the side... Or it would have, if Obito hadn't been killed by the kick, causing him to become tangible again, with the sword still in his head. So, Chad charged along with Ukitake, Ukitake reaching Goku first. Then, as Goku pulled the sword out of Obito's head, he saw Chad firing a blast, so he grabbed Ukitake's arm and moved him forward, not expecting Ukitake's other sword to redirect the blast back to Chad, who stopped and held his right arm up to block the attack. However, Goku appeared behind Chad and ripped his right arm off, while pushing his body forward, as his body was engulfed by its own blast. Then, Goku heard a whizzing sound, and turned only to see that the female captain had fired a missile at him, so, he spun around and grabbed Ukitake, using him as a human shield against the missile, which made an explosion bigger than Goku expected. Then, Goku used a kiai to disperse the smoke, and flew towards the remaining fighters, as Naruto and Sasuke shot their Amaterasu sword at him, and Byakuya shot his countless sword fragments of his bankai at Goku. However, Goku completely dodged the amaterasu blade, and flew inside the cloche of Susano'o and Kyuubi, punching Sasuke out of Susano'o, and into Byakuya's blade swarm, turning the Uchiha into dust. Naruto charged a massive Rasen-biju dama- shuriken in anger meant for Goku, but Goku dodged it, and grabbed Naruto by the coat, and threw him backwards towards the attack. The rasen-biju dama- shuriken was aimed for Byakuya, whose bankai was partially blown away by a quick kiai that Goku shot at it, weakening it just enough for naruto's attack to blow it away, the explosion devouring him and Byakuya. Then, Soifon and Renji charged to kill him, as Renji shot his Zabimaru blast(or whatever it's called), and Soifon went into her shunko form dashing at Goku. Then, Goku simply batted away Renji's blast, back at his Zabimaru blowing it apart, before he lightly pushed on Soi Fon's chest, kissed her quickly, then tapped her forehead, immediately knocking her out, as he floated to the ground and put her down gently. Goku then flew up and punched Renji in the stomach knocking the wind and consciousness out of him. He then went up to Orihime, and patted her shoulder with a kind smile, before vanishing and reappearing with the dragon balls, summoning Shenron. Goku then wished for all the people he just fought and killed to be brought back to life. The end. So yeah, Goku would win even without Super Saiyan.
