Shattered God is a universal deity who existed before the big bang, and was as its center when the universe begun. The God got shattered though (but didn't die),was going to restart the universe, but got shattered again before achieving its peak.

Surtur does have pretty good feats, but even with the twilight sword in his possession i don't see him winning here.
