I'm under the assumption the Hood can and will go 'Dormammu' which I thought would tip the scales in his advantage. (Haha scales...libra.. Ha)

If this is Silver Age Libra, he'd just steal Hood's power and use it to defeat him.

FC Libra, on the other hand, is a bit harder to gauge. We know he literally was the ALE personified, and spreading Anti-Life like a pestilence carrier spreads disease. We know things went downhill for Darkseid fast after Libra died, and the ALE began to diminish. However, he never copied any powers during FC-- tbh, I'm not even sure he retained that ability/tech after Darkseid 'repurposed' him. /shrug
