The main question, is whether Roshi being about even with a much weaker Goku, yet later being able to fight Tenshinhan, is a plot hole from Toriyama, or whether Roshi either got stronger between that time period, or was holding back a LOT against Goku for their match. (Considering how strong Tao was against Goku, he'd probably have to be using less then half his strength..)
