Cham's normally the more powerful shifter, able to turn into things bigger than human and so on.

Mystique could probably win via willingness to go for the kill shot faster the Cham, but straight up abilities would be Cham.

Cham's a trained secret agent, and what *constitutes* a kill-shot against him can be tricky ^^
