Both are too OP to make any good predictions, but if I had to choose I'd say The Mask wins due to it being crueler.

Genie. He's faster, has broader powers, can not only change himself but change the things around him and change other people. And don't forget, "PHENOMENAL COSMIC POWER!!" which doesn't come with the "iiiitty bitty living space" according to the OP.

I don't see Mask lifting the Castle/Palace and put it on a mountain.
