As far as stats and logic goes, WBH is the strongest.

As far as feats go, savage hulk triumphs.

HotM World Breaker Hulk is the strongest actualized incarnation to date.

However, there are two versions that have the potential to pass up WB's showings:

Uni-Hulk and Herald of Galactus Hulk.

In either case, if an intelligent Hulk were given the Power Cosmic to stack on top of his normal power-set, the result would insane.

Hulk grows more powerful when he absorbs Gamma Radiation.
Waid's Hulk just showed that a simple early Gamma Bomb is enough to double Hulk's strength- even without factoring "anger amping."

If you gave Hulk the same basic power-set as Silver Surfer...

Then Herald Hulk could draw in as much ambient Cosmic Gamma Energy from the Universe as he likes.
There is a limitless supply to pull from.
And Hulk is the ULTIMATE Gamma Sponge. His Legacy Power is that he has no upper strength limit. He just keeps on soaking in more and more power with rage.
WB was simply normal Hulk in a really ticked off state of mind; his rage causing the generation of more internal Gamma Energy.

But Cosmic Hulk...

He could draw limitless Cosmic Power from the cosmos itself.
He could amp to any strength level of his choosing, by sucking up more and more Gamma Radiation, and letting his "limitless potential" kick in and sponge up truly EPIC amounts of raw power.

The Synergy Levels are off the charts.

In theory- we are talking limitless strength amping "on tap" and "at will."

He would truly be a "Tyrant" of a Herald.

Unlikely. Banner has always been the check and balance to Hulks rage. Logically without that counter he should exceed other incarcerations

Banner has been the check *and* the fuel. Banner's extremely messed up, he's why Hulk exists. No Banner means all the rage is of the 'leave me alone' variety, not the pent-up-issues variety.


That's why WW and WB are so strong- it is both Hulk *and* Banner supremely pissed at the same time.

Not sure, but definitely below Maestro. There are feats that suggest he's little more than Savage Hulk (without the high-end feats), but then he's also really really durable (the quantum moulders, the thor-level weapons...) to a level more becoming an angry Savage Hulk.


I'd probably agree with Carver, just slightly above Savage Hulk, maybe equal to Nul.
