Captain America is granted all the powers of Superman, he loses his h2h skills though, just his Personality, his good looks and the powers of Superman, with all the hold back or not and sundipping if needed.

Superman has the powers of CA and his h2h skills, his training etc.

What would happen, how would the Marvel World view the new Super Captain, would he serve the President, would he still lead the Avengers?

What would happen with Superman, would Metropolis turn to Gotham? Would the JLA accept him?

I don't think either would change much. Superman has been depowered before, and he pretty much stays the same. Cap would remain the same, he'd just be much more baller at it.
