Galactus during the Infinity Watch/War was blown up along with Dr Strange & Silver Surfer and a second later it was like it didn't happen, so just how powerful does a comic book character have to be to do that?

It depends on what powers they have. Nitro can do it for example but someone more powerful than him like Thor couldn't.

But Galactus didn't just do it he brought back Strange, Silver Surfer and Nova pretty impressive feat.
