Remove the Worlogog from this fight, then i'll be more fair.

Does Hourman 1 Million even have the Worlogog for this fight. It's not listed in the OP and it isn't really what I'd call his standard gear. I mean it's been in the possession of Luthor, Joker, was taken and given to Metron and finally to Matthew. He eventually scattered it across the time stream due to his concerns over it's power. So it's hardly something i would say he can rightly claim as his normal gear.

In any case even with Matthew's "hour of power' over time he can do much of what he could with the Worlogog just with less surity. He can still devolve a person to a weaker point in time etc even without it and was able to do this type of thing even against Extant without the worlogog in his possession. I'd say he has a slight edge, though he's less likely to use it and Kang is certainly more ruthless.
