Probably Cap since all he has is the Super Soldier Serum.

Wolverine has plenty of powers + adamantium, Bats has gadgets that put them higher than "just Steve with a flying shield".

Punisher. The guy has fought opponents from Daredevil to Spider-Man to Ulik, and whether he wins or loses, he pretty much always puts up a great fight (or at least does what he needs to do, before making his escape). Not bad for a "normal" human being.
