Depends. Some tend to benefit from and or suffer from their own CIS (Creel, Superman, Thor, Surfer, and Hal) more, while others tend to benefit from and or suffer from the CIS of their opponents (Magneto, J'onn, and sometimes Superman).

Surfer and Thor are my top picks.

Superman is definitely up there if he carries around a miracle machine...
