Yeah...Skull stomps this. Nothing in those scans suggest high herald, or planetary level power. At best, what we saw in those rings is Nova level. And not Worldmind Nova Prime level, but 80's Nova level.

We don't know for sure if he's permanently dead.There were 2 scenarios were Mandarin was portrayed dead.In the Avengers Annual were he was exposed to the vacuum of space.But he was portrayed alive in later issues.And one were he died at Yellow Claw's hands, but came back when Yellow Claw's minion tried to use his rings.So who knows when will Mandarin come back.

Yes, Skull usually is a bigger threat because of stuff like stealing the Cosmic Cube.

That's a bit like saying Joker will win because he will con Mxyptlk into giving him omnipotence again.

On an average day, the Mandarin has every advantage on Skull, better tech, more resources, just on another level entirely.
