Magneto. Helmet prevents against his telepathy, magnetism >>> Sinestro's TK, and while he'll be hard to put down, I think Mags can manage that.

Yes, it totally does.

How do you think he got to be so big of a solo foe when his arch-rival is a telepath who runs a team that almost always has one or more strong telepaths on it?

His iron will, and sheer old man cantankerousness.

Also, in Marvel IIRC telepathy travels along the EM spectrum or some crap like that....which Magneto of course has made his own.
