Which criminal master mind wins?
1. One whole day of prep.
2. Straight up fight.

IIRC Zemo still has the stones.

Even without them Zemo has the larger military especially if he is with Hydra during the fight.

Straight up fight is closer but I'd still lean towards Zemo.

DCnU Ra's has access to some serious power in RHTO

Zemo W/ stones alone is trans level.

I'd be more interested in a simple sword fight between the two...

Its also a prep fight as well. Only using tactics. Read the op.

Again in tactics. in a sword fight its likley even.

Zemo is superhuman without the Moonstones.

Tactics are kinda moot at the scale they will be fighting at.

Ras is super human too.
