I wouldn't really consider this Vegetto "weak" xD, that Broly was from another Universe as well and was supposed to be what would have happened if he survived his fate from his encounter with Gohan and just continued to grow in strength . Plus Salagir takes Broly's constant increase in strength quite literally, as well as considering him "Invulnerable", but he didn't last long against SS3 Vegetto.
