When it comes to powerscaling/destructive force of a character, how reliable is Goku? Can he determine how much destructive force a character can produce or the level of threat a character is by reading his power level? Example, if Goku fought a new boss and said "this guy can destroy a Universe with a wave of his hand"...how much stock would you put into his statement and what examples are you usjng to come up with your judgement.?

Supra
I would take his word for it.

BloodRain
Theres little reason, without some sort of evidence, that he could sense a destructive force level greater than both anything he can produce or has faced/witnessed before to know what he's talking about.

For instance lets assume that the Goku has never witnessed destruction above Mountain busting and no one has ever stated (from known facts, like knowing Frieza blew up a planet beforehand) that what he is about to do or who he is about to face could destroy a planet. With this knowledge how could Goku know exactly how much power it takes to destroy the planet? He could say Frieza's blast could probably destroy it, but at that point it would only be from thinking "Wow, this guys like a million times stronger than MountingBustingGuy. Whats a million times destroying a mountain...?"

Its those characters that say "If I didn't block that hit it would have taken out the whole castle" come from those who are demonstrated to be near this level at some point.

I would say that's fairly reasonable.

There is also Goku's added expertise in having fought enemies that were much stronger than he was, over and over again. He should be able to tell how much stronger someone is compared to him up to a certain point.

BloodRain
He's never fought something /that/ far above himself.

Realising someone is a certain level above you? Sure. Being able to tell exactly how destructive they are without knowing anything about said force? Can't see that happening outside of that assumption I mentioned.

Goku is full of shit

He can tell when somebody is stronger or weaker sure, but knowing their capabilities? No

Every single new enemy is usually 2-5 times more powerful with Frieza being stupidly more powerful and Bills being absurdly far more powerful.

NemeBro
Goku doesn't science well enough to know how much more impressive y is than x.

mhmm

In DBZ, it could be reliable to some extent due to him being able to sense ki and whatnot. Though I usually never take a character's statement at face value (see: Cell). Though such statements shouldn't be completely disregard imo. Like Super Perfect Cell was obviously a lot more powerful than a very casual planet buster so who knows if he was just talking out of his ass or was actually capable of doing it.

I also think we should note that Goku asked Korin to tell him who was stronger: Cell or Goku.

Goku suspected Cell was stronger but wasn't sure.

So that should tell us that Goku, even after, what...2 decades...he still could not tell ki as accurately as a master like Korin.

I dont think this has a thing to do with the question though. If he assumed Nappa was a planet buster just by reading his power level, why doubt him? He might not be the smartest on the block but I'm pretty sure he knows fhe force behind destroying a planet.

Pretty much. There's never a reason not to.
