Wally, on the other hand, was more loosely defined. Pretty much everything we 'know' about him came from his own mouth, and wasn't confirmed by any outside sources...

I remember letter pages from the series sort of implying that Wally wasn't God, although if anything, that bio should strengthen his case considering he basically wrote it himself (breaking the 4th wall), which is different from how the other bio entries are written.

Regardless, Peter David's Supergirl series (which is where Wally made his canon appearances) made it clear that the Presence was the ultimate power (I can post scans if needed).

And considering that the Dog is the Voice/The Presence....it's not that hard to determine a winner.

Is the dog the only legit showing of The Presence?

Nope, apart from the scans already posted, another proof would be: the dog quite literally refers to the Spectre as "not of My wrath -- but of my desire for justice", in PS #5:
