Termineus isn't that powerful.

Sorrow owned him in Man Thing v3 #5:

....Just so we're clear (although the 1st one is a bit understandable). Cause i wasn't impressed with him at all. As opposed to Legion whose personalities have casual universal+ feats

That said, unless you're using some weak Legion persona, or Legion from his early days (when he only had 3 powers), then a reality warping personality of Legion, should win handily.

Yeah, but that wouldn't be fair for Termineus.

In Age of X Legion warped an entire universe, into a box:

X-Men Legacy #248 (a retelling of the event) it tells us that he did all that, with a single effort of will (instantly restoring an entire universe with a thought):

Obviously "the world" refers to a universe, in this case (i have proof if anyone doubts).

That's easily and far better than anything Termineus did.

Although, Legion has a hard time controlling his personalities, so Termineus may exploit that, but considering you said it'd be most powerful versions, it would be a Legion in full control over his personalities, like he did in Legion Quest (back then though, he only had 4 powers, including a major one like time manipulation), or recently in X-Men Legacy.

Termineus doesn't really have a "best feat". Like i said, he never did anything major, only minor things.

Well, he did stop time on a local scale, but Sorrow was immune to that and hence she owned him (i already posted this scan from Man-Thing v3 #5):

Later in that same issue, he yet again, displayed time-control (local scale), by stopping time inside a house and kidnapping Job. Then he went on to generate an illusion where Ellen lived happily, and then in that same illusion, he took away Job:

Like i mentioned before, while it's evident that he has some control over reality, but it's far too limited for him to be able to control a peak Legion.

The only thing worth mentioning about him, is that he was supposed to be a personification, after God (unheard of before; later referenced in a Spiderman Annual, too) created -- or rather, recreated -- the universes, from Strange Tales v4:

(second scan confirms that the fallen stars, one of which is Termineus, are supposed to be embodiments of certain thoughts)

But that's not a feat, and on panel, he wasn't that impressive, so i have no doubt that Legion would win handily.
