Renegade Doctor (Wild Storm)

Monarch (Captain Atom)

Kind of a small sample size for the Doctor, no? That's normally not an issue - they inherit memories of their past selves (thus feats, since the powers work with thought), but I'm not sure if his disenfranchisement as the Doctor counts against him there.

Can Monarch counter time travel? Given the cavalcade of power sets he shrugged off in his limited but impressive run, that's the only one that doesn't come to mind. I feel like Monarch can at least hang with the rest of the Doctor's feats, and it is possible to just overload the Doctor, even when prepared, with enough raw power. It might end up being a stalemate...and by that I mean a dual kill. I think the Doctor would have the upper hand, but he might not survive a containment breach of Monarch's suit.
