In classic Doom Patrol tales when Neg man was missing the chief called in the Flash to mimic him because only his speed could get to as many places Neg man could in as short a time.

Neg mans negative energy can fry an entire city turned up to max and without the specially treated bandages around his body just being in the proximity of him will kill you.

Electro is so far out of his league it's a joke in this one. Negative can and did hurt Silver Age Superman.
