Because they are really skilled, experienced. Both Rumlow and Bucky are successful in shooting metahumans.

I don't know if standard kmc prep ivolves getting into position/preppin battlefield/hiding/recon. Other rules of starting distance, both teams seeing the other and starting the fight at the same time might still apply.

I've always assumed you could strategize with prep.

They can, but it's very limited here, in a featureless environment and other rules in play.
