The Captain has a couple days of prep and is fully equipped. Banner has full control of the Hulk as in the Avengers during the invasion.

Comic Cap could tangle (to obvious extents) with the real Hulk correct?

^He has a few wins on the real Hulk as well.

Comic Cap is a street-leveller in name only. His actual feats should easily put him in the meta tier at least, and he has had his fair share of good feats against people ranging from class 50s to class 100s over the decades.

The problem with giving comic Cap prep is that Marvel 616 is filled with objects/weapons that could one-shot movie Hulk; several of which Cap could easily acquire.
