Shadow Guards, definitely. As mentioned, one of them gave Galen a decent fight.

...Although I would've really liked to see what the Temple Guards were capable of(they ended up being relatively featless.) Even some of the most elite Jedi backed down from them.

I would bet my nut the Temple Guards take this. Via feats the Shadow Guards do though.
