At the time? There were no-where near that many inside.


It was during a peace conference, many were at the peace conference, many more were of course in battles and other places throughout the galaxy.


The 50 warriors (plus a few lords) were just the spearhead against the temple defenses, not all sith forces on the planet. And, due to the surprise of the attack, they were able to take the defenders somewhat piecemeal- If Zallow had beat Malgus or if the fight had just gone on long enough, more Jedi would've arrived to reinforce him and the momentum could've been lost.

And the force in turn was merely to shut down the defense systems, allowing a *much* larger force to arrive and do more to the world (Including war droids sent to the temple, and giving time to set up demolition charges to try and collapse the place, preferably on any other Jedi within, though a large number escaped- the strike force by no means killed all of the Jedi in the temple, and many retreated before the place was destroyed).



Basically what was seen there was a large-scale commando raid of sorts, breaking through the defenses and making a hole.

It was truly an audacious plan- potentially huge in gains, but also very risky, Zallow's defense almost stopped it, as he KOed the nominal commander of the force and was about even with the other highest lord.
