If Storm can keep her distance she wins hands down. If Vixen can sneak up on her and bring it H2H.

And just to stem a argument point right now. Vixen goes Electric Eel to counter Storms electric attacks at close range.

Storm wins long range. Vixen wins close.

If Storm goes all the way HAM she can win with wind/ice/lightning combos that take out 100 tonners and whatnot. But Vixen could use the right animal to dodge/tank it (god forbid she use Krypto and stomp) and if she gets close, she likely shreds Storm.
